Key Hazards
- Workers struck by traffic during setup or teardown
- Drivers entering the work area before traffic control is complete
- Improper placement or removal of cones, signs, and channelizing devices
- Complacency during teardown when the job appears finished
- Poor communication between crew members and equipment operators
- Workers exposed while loading, unloading, or carrying traffic control devices
2–3 Minute Talk Script
Work zone setup and teardown are often the most dangerous parts of roadway work because workers are exposed to live traffic before the work zone is fully protected or after drivers think the work is over.
The crew should review the traffic control plan before setup begins. Everyone should know the device order, work area limits, vehicle placement, escape routes, and communication method.
High-visibility clothing should be worn during setup, active work, and teardown. Workers should not assume drivers can see them.
Setup should be done in an order that gives drivers clear advance warning before they reach the work area.
Teardown should be done carefully and in the proper sequence so workers remain protected until the last necessary devices are removed.
Workers should face traffic when practical, stay out of travel lanes when possible, and avoid turning their backs to moving vehicles longer than necessary.
Crew vehicles, arrow boards, warning lights, and spotters may be needed depending on the roadway, speed, traffic volume, and visibility.
Safe work zone setup and teardown depends on planning, sequencing, communication, high visibility, traffic awareness, and treating the beginning and end of the job as high-risk periods.
Safety Reminders
- Review the traffic control plan before setup.
- Wear high-visibility clothing.
- Set devices in the proper order.
- Remove devices in a sequence that keeps workers protected.
- Stay aware of live traffic during teardown.
- Use communication between crew members.
- Do not rush because the job is almost finished.
Ask the Crew
- What is the setup and teardown sequence?
- Where are workers most exposed to traffic?
- Are advance warning signs and devices placed correctly?
- How will the crew communicate during device placement?
- What protection remains in place during teardown?
