2–3 Minute Talk Script
Low-visibility operations increase the difficulty of every normal boat task. Darkness, fog, rain, spray, smoke, glare, and background shore lights can reduce the time available to recognize traffic, markers, debris, and changes in the waterway.
Navigation lights should be inspected before departure and used as required for the vessel and operating condition. Lights should be visible, correctly positioned, and free from dirt, equipment, or passengers that could block them.
Additional work lights should not hide, overpower, or create confusion with navigation lights. Bright deck lights, spotlights, phone screens, and flashlights can also reduce the operator's night vision and make unlit hazards harder to detect.
Speed should be reduced to match the visible distance and the boat's ability to stop or maneuver. The operator should not maintain daytime speed simply because electronic navigation or a familiar route is available.
A dedicated lookout may be necessary. The lookout should watch and listen for lights, sound signals, wakes, engines, markers, shorelines, debris, and other signs of traffic that may appear before the vessel itself is clearly visible.
Navigation displays, charts, radar, depth sounders, and GPS can support decision-making, but they do not replace a proper lookout. Electronic information may be delayed, incomplete, inaccurate, or unable to show small and unmarked hazards.
The crew should establish communication before entering reduced visibility. Noise, darkness, rain gear, hearing protection, and divided attention can make normal conversation ineffective when quick action is required.
When visibility, lighting, equipment condition, or crew capability is inadequate, the operation should be delayed, stopped, or moved to a safe location. Completing the mission is not more important than maintaining safe navigation.
