2–3 Minute Talk Script

Cold-water exposure can be dangerous even when the air feels comfortable. Water removes body heat quickly, and sudden immersion can immediately affect breathing, movement, judgment, and the ability to assist with self-rescue.

The first response to cold immersion may include involuntary gasping, rapid breathing, panic, and loss of breath control. A properly worn personal flotation device helps keep the airway above water while the person focuses on controlling breathing.

Strength and coordination can decline quickly. Hands may become unable to grip a line, ladder, rail, or boat edge before severe whole-body hypothermia develops.

Workers should wear clothing and flotation suitable for the water temperature and expected rescue time, not only the air temperature. Cold-weather missions may require additional thermal protection, spare dry clothing, and a more conservative operating plan.

A person in the water should conserve energy, keep the PFD fastened, minimize unnecessary swimming, and use the trained survival position when immediate self-rescue is not possible. The exact response depends on distance, current, hazards, and available flotation.

The boat crew should begin recovery and emergency communication immediately. Rescue equipment should allow the person to be reached and recovered without requiring another worker to enter the water.

Recovery does not end the emergency. A cold person may be weak, confused, injured, or at risk of collapse. Handle the person carefully, protect them from further heat loss, and obtain medical guidance according to the emergency plan.

Cold-water safety depends on preventing immersion, wearing flotation, dressing for the water, having rapid recovery capability, and canceling work when rescue time or conditions make exposure unacceptable.

  • Monitor and medically evaluate the person after rescue.

  • Do conditions require postponing the mission?
